Type: Error

What It Checks: Every salary master linked to a worksheet needs a download step value. Flags records where the download step is NULL, or — only if the site has no legitimate salary grid step numbered zero anywhere in the system — where the step is literally 0 (some grids do legitimately start at step 0, so the check adapts based on whether that’s normal for the site).

What Causes It: New position added without selecting a pay step, or an import/migration that left the step field blank.
