What Causes It: A brand-new salary grid was introduced for this budget cycle (so no earlier effective-dated version exists yet to serve as a “previous reference”), combined with its hourly-rate history not yet being fully populated — typically because the grid was just created and hasn’t gone through a full rate-download cycle.
